What the terms say, and what enforcement looks like
LinkedIn’s User Agreement prohibits using bots or other automated methods to access the service, copy profiles, or extract data. That is a contractual restriction on your account, and it is enforced in practice rather than in theory.
Detection does not rely on catching a specific tool. Automated access looks different from human browsing in ways that are straightforward to measure: request rate, the regularity of intervals, volume of profile views per session, and the absence of the incidental behaviour a person produces. Enforcement escalates from a temporary restriction to a permanent ban.
The legal position around scraping publicly accessible data has been litigated, most visibly in hiQ Labs v LinkedIn, and the outcome there did not make scraping consequence free. Whatever the legal analysis, LinkedIn can still terminate your account under its own terms, and for most sales teams that is the consequence that actually bites.
The practical problem nobody mentions
Even a scrape that succeeds does not give you what cold email needs.
LinkedIn profiles almost never display an email address. So the output is a list of names, titles and companies. To email any of them you still have to find the address, which means either a data provider or pattern inference. And pattern inference on a scraped name is a guess, which is the single most common cause of bounce rates crossing the two percent threshold where providers start treating a list as bought or stale.
In other words, the risky step buys you the easy half of the problem and leaves the hard half untouched.

The sequence that actually performs
- Use LinkedIn for targeting, not collection. It is an excellent way to work out which companies and which roles fit your profile, including the trigger signals: recent hiring, a new leader, a team expanding.
- Source the address elsewhere. The company website, a data provider that records where each record came from, or pattern inference that you then verify.
- Verify close to the send. Always, and keep catch-all domains in their own bucket, because on those a verifier can only report that the server did not say no.
- Keep the list small enough to justify. Two hundred contacts you can each explain will outperform twenty thousand from any source.
Consider the platform as the channel
For senior roles, a short, specific LinkedIn message frequently outperforms email, because the inbox is less contested and the identity is verified. It does not scale the way email does, which is precisely why it still works.
A realistic split is LinkedIn for the top of the list where each contact is worth real effort, and email for the broader segment, sourced properly and kept under eight to ten sends per mailbox per day.
